Very little is known about his childhood or his parents, his relationship with his mother was seemingly verging on the none existent, on his tenth birthday she told him that 'I love you because you are my son but that doesn't mean I have to like you'. As soon as he turned sixteen, she packed his bags for him, an event that he described as being the nicest thing she had done for him in years.
When his fiancée Katie became ill he was in a position to push for further test for her, which resulted in his friend and colleague agreeing to surgery in an attempt to save her. When the alien that had embedded its self in her brain defended its self, he not only lost Katie but also his friends on the surgical team. The cover-up instigated by Jack, resulted in Owen being hospitalised and then put on sick leave because he couldn't prove what really had happened in the operating theatre and the hospital suspected he was having a nervous breakdown caused by Katie's death.
Going to the cemetery to visit Katie's grave he spotted Jack and attacked him, demanding to know why he had done nothing to try and save her. Persuading him that he could make a difference if he joined Torchwood Owen agreed, although whether it was because of that or simply because he wanted answers about what had happened to Katie and Torchwood was the only place to get them, is unknown.
A fling with co-worker Gwen Cooper ended after he became involved with the pilot of a plane caught by the rift in 1953 and deposited in present day Cardiff along with her passengers. This affair with Diane grew in a week, to the point where when she made the decision to leave him and risk going back into the Rift, Owen was fully prepared to abandon everything and go with her but she refused to take him. Going undercover on an investigation soon after, he ended up in a fight cage with a Weevil and though rescued just in time, made it quite clear to Jack that it wasn't what he wanted.
Responsible for opening the rift in order to get Jack and Toshiko back from 1941 he was then sacked by Jack during an argument. When he returned he found Rhys had been killed, Gwen's rejection of him was the trigger for his decision to attempt to open the Rift once again and with the rest of the team backing him, ended with him shooting Jack when he tried to stop them.
His relationship with Toshiko finally took a more positive turn, although it is possible that he was attempting to prove to her that they weren't compatible, rather than him having any real interest in anything more than friendship.
While attempting to protect Martha from Dr. Copley when he threatened her with a gun, he was shot through the heart and killed. Jack's determination to bring him back for a final goodbye resulted in Death taking advantage of the situation and attempting to walk the Earth by using Owen as a conduit. When Owen realised this, he persuaded the others to embalm him, unfortunately Death had other ideas and prevented them, taking some of Martha's life force and then going in search of more at the local hospital.
Owen and Toshiko were assigned to check the upper floor of the hospital and save a young boy Death is stalking. They become trapped in the foyer and Owen then realises the significance of Faith, tricked Tosh into giving him her pda so he can relock the automatic doors then proceeds to fight Death.
Afterwards Owen was left to try and piece together some kind of meaningful existence for himself, not knowing how long the energy that was keeping him functioning would last.
After going through a major crisis Owen's temper got the better of him and in an attempt to get Toshiko to finally shout at him, physically broke one of his fingers in front of her. Her shocked reaction made him realise what he had done and he ran off, ending up fully clothed in the Bay only to discover that he couldn't drown.
Finally returning to the Hub he volunteered to help when the team were investigating dangerous power levels coming from the home of a collector of alien artefacts. He meets Henry Parker (the owner of the house) and manages to persuade him to part with the artefact that he calls the pulse. Parker dies from a heart attack and Owen is unable to help him because he has no breath. Believing that the build up of power from the artefact will case an explosion he says his farewells to the rest of the team, then prepares to smother it and it is only then that they discover that it is actually a harmless communication device. He uses this later as a symbol of hope when he shows it to a young woman he met on a rooftop attempting to commit suicide.
Back working with the others, he attends Gwen's wedding (an event he has clearly been trying to avoid) when she gets bitten by a Nostrovite and the mate comes to collect its offspring.
The only one able to get safely through the streets to a nuclear power station after the attack on Cardiff by John being controlled by Jack's brother Gray, he goes to try and stop the melt down but ends up trapped in the control room when it goes into lock down.
As he stands up and prepares for his body to be slowly disintegrated, a bright white light fills the room. He slowly becomes aware of a warm feeling spreading through his body and his sense of touch returning. When the light finally fades away he is greeted by Bilis Manger, who refuses to give him any reason why he had chosen to save him and is equally vague about how, other than hinting that it was linked to his ability to time travel. He tells him that he is now at exactly the same point in time that he would have been if he had survived the nuclear meltdown, the only difference is that he is now alive and back to normal.

Bilis Manger smirked and shrugged, he didn't have to tell him how he'd managed to resurrect him, in fact the less he told him the more likely it was that Jack Harkness would turn up demanding answers. Slowly opening the door to his shop he looked casually back towards Owen, his expression clearly suggesting that perhaps it was time he left.
Owen didn't need to be asked twice, the man gave him the creeps! Rushing past him, he turned back, glancing through the glass door of a stitch in time. He wasn't really surprised that Bilis was no longer there. As he reached for the door handle every clock in the shop began to chime in unison, shuddering, he slammed the door and walked briskly out of the arcade. The man might have saved his life, but that didn't mean he had to like him (or trust him for that matter).
The strident wails from the sirens of the emergency services screamed from every direction, smoke hung in the air, thick and acrid. It sounded like everyone was still busy trying to patch things back together again after the nightmare of the night before. Owen finally reached the information centre, unsure how accessible the other entrances would be, so this one was the obvious choice. He tried the keypad but it refused his code. "Damn!" Thumping the door with his fist he yelled for Ianto , not really expecting him to be there, but it was worth a try. They probably knew he was dead by now anyway, Tosh would have told them. His records would have been wiped, along with all his access codes, smirking, he thought about Ianto's reaction when he turned up again- not to mention the administrative mess!
Leaning against the door, he took out his mobile and glanced at the screen- it was dead. Great! Looked like Bilis' box of tricks didn't work on everything, which meant that he was going to have to go and find a public phone box. After several failed attempts to dial the right number, he slammed the receiver down and swore his way down the street, that was the problem with mobile phones- you never had to remember numbers.
Sighing loudly, he finally came to the conclusion that there was now really only one thing he could do- go and keep an eye on the invisible lift and hope that either someone came out that way, or he got spotted on a security camera and they came to collect him.
Settling himself on the nearest vacant bench he slouched back, folded his arms and prepared for a long wait.
The hours slowly ticked by, Owen walked around the bench ever so often, leaned against the back of it, jumped on and off the slab of the invisible lift., still no one appeared. Maybe they had been hit worse than he realised? Finally bored and hungry he wandered off in search of something to eat.
